Do you have to watch mini DV tapes through your camcorder or is there a way to transfer them to a dvd?

Answers: You can connect the camera to a tv using standard A/V cables - these usually have the red, white and yellow jacks. Most tv's these days have additional inputs to allow game consoles and cameras.

The other way is to burn the miniDV footage to your PC and using editing and dvd authoring applications, create a DVD that can be played in any DVD player. This last method requires a bit of time and practice. Windows XP has this software included: Windows Movie Maker will transfer and convert miniDV footage into the proper format. My PC also shipped with SONIC which is used to create a DVD.
