I need help with, Putting recorded voice to tille video clips I toke with my camera?

Answers: I'm not familiar with Windows Vista, but I assume it comes with some version of Windows Movie Maker. If you look towards the bottom left of the screen, you'll see a little microphone icon. Click that. Alternatively, you can go to the Tools menu and click on Narrate Timeline. From there, you should be good to go.
you need to give us more information. At what point are you in this process? Do you have a digital video file on your computer? A digital audio file of the recorded voice?
Record it using Sound Recorder, which came with Window. Save it as WAV file, then import it in your timeline. Make sure of the headset microphone is connected to IN port of the audio card. Then double click an icon symbol of speaker, to adjust microphone level. Using Sound Forge 8.0 is better
