For real high quality audio, ( the younger digital crowd that has never heard real music will hate this) the ONLY answer is a good quality analog tape recorder that will use 15 per second format. Roberts/Akai and TEAC are still around, as well as some others. The digital stair step, no matter how many times it is over sampled, is still a stair step and not a sine wave.
What type of audio recording do you want to be doing? Are you recording your own music? Setting up your own home studio? If that's the case feel free to email me directly. Get a little more specific as to your needs. I've had lots of experience and am very familiar with most home studio equipment.
depends on exacly how high you want the quality to be, and if you want mobile or studio recording.

for simple mobile recording, a minidisc or DAT recorder will do the trick. you can also get portable flash disk recorders such as the MARANTZ PMD 660 which use XLR microphone connectors for higher quality...

the microphone quality is also important - if you're in a studio, then a decent condenser or valve microphone is a must. a good quality and value condenser mic is the rode nt-1, but there are a lot of options out there, and you can spend as much as you like...

you'll also need a good sound card if you're recording using a computer...
