Can you use a resistor connected in series to slow the speed of a synthesized voice in a toy?
Answers: If it is digitally synthesized then reducing the power will not slow anything down. However, if you can find the processor clock circuit and slow it down you should be able to make a difference. But unfortunately, most speech chips in toys are epoxied over and cannot be practically hacked.
You can buy a voice recorder chip and maybe figure out how to record your own message and insert it into the toy though.
