If I have a lamp with a lightbulb that is 'burned out', am I still using electricity if the lamp is turned on?

Bulbs convert electrical energy into light energy and heat energy.
Nope, the lamp is just as off as if you turn off the switch because there is not a complete path for the current. A burnt out lightbulb acts as its own 'off switch'
