Can i under power speakers?

Yes you can without a problem, over powering Will ruin your speakers! I'm a electronic engineer with 36 years experience.
Yes and it is very easy to do. There will still be sound but the full range of sound will not be heard. You don't have to give the speaker the max wattage to perform well but at less than 1/4 of the max wattage will not perform as well as 1/2 the wattage or more. If you want really good sound you should look for about 60% of the speakers peak performance. But as with most things quality products do help. Also wiring can play a big part of it. Think of a wire as a river do you want allot of water (sound) or a little.
You under power a speaker when you use an amp of low power. When you push the amp to deliver a higher sound level the amp clips which means you've driven it beyond it's limits. To the untrained ear it is almost impossible to hear. Driving an amp to clipping can ruin even the most powerful speaker.
